I can see your point of view here, in that you need people without qualifications and they are being overlooked by the employment agency, but I can also see that it is just as hard for the people who are being turned down for jobs because they are over qualified.
They have maybe had good jobs in the past, taken on mortgages etc, and then lost their jobs. They are desperate to get any job just to keep their heads above water. Maybe it is only temporary until something better comes along, but they need the money just as much as anyone else.
Perhaps it would be better to bypass the employment agencies, advertise in the press and do it on a first come first served basis, subject to interview of course.
Sorry, don't mean to argue with you because I agree with most of what you say, I just feel sorry for the people who are continually turned down for jobs because they are over qualified but desperately need an income.
